The Road Safety Authority (RSA) has been directed to immediately address the issue of drivers repeatedly renewing learner permits, as part of urgent measures to combat rising road fatalities.
Approximately 30,000 drivers are currently on their third or subsequent learner permit without having ever taken a driving test, meaning many have been driving for years without their skills being properly evaluated.
In a letter from the Department of Transport, on behalf of roads minister Jack Chambers, the RSA was instructed to deliver a comprehensive business plan to the Government by the end of June. This plan must include strategies to curb the issuance of multiple learner-permit renewals, emphasized Keith Walsh, assistant secretary general at the Department of Transport.
Minister Chambers had previously indicated a need for a transitional period to allow learners to adapt to new regulations. However, the latest correspondence underscores the urgency of these measures.
The department also mandated a €3 million increase in spending on education, media, and awareness campaigns by the end of June. Walsh acknowledged the potential impact on the RSA’s funding and staffing but insisted that these initiatives must begin immediately using existing resources.
The new regulations are expected to be in place for the first group of drivers by year-end.
