Government launches ambitious five-year strategy to transform disability rights in Ireland

Ireland has unveiled a comprehensive National Human Rights Strategy for Disabled People, promising significant reforms across education, employment, and healthcare services to improve accessibility for the country’s 1.1 million disabled citizens.

Taoiseach Micheál Martin launched the landmark strategy at Dublin’s Mansion House, describing it as “a landmark moment for the advancement of disability rights in Ireland” that will require “genuine and significant whole-of-Government effort.”

The strategy addresses the severe financial burden facing disabled households, responding to research showing they can spend up to 93% of disposable income on disability-related costs. The government commits to reviewing all departmental expenditure on disability services and reforming the Disability Allowance Payment system.

Central to the strategy are 23 commitments organized under five key pillars: inclusive education, employment, independent living, wellbeing and health, and transport accessibility. Each area will be led by relevant government departments responsible for delivery.

The initiative tackles Ireland’s critical assessment crisis, where over 15,000 children currently await disability assessments – a figure the HSE projects could reach 25,000 by year-end without additional resources. The strategy promises to reduce these waiting lists while improving early intervention services.

Employment opportunities will expand through doubling disability employment advisors in Intreo offices and launching media campaigns to change employer attitudes. The government also commits to maximizing disabled people’s access to civil service positions and reviewing wage subsidy schemes.

Education reforms include publishing a new roadmap for inclusive learning and ensuring disabled students receive appropriate supports at all levels. The strategy also promises one million additional Personal Assistance hours by 2030 to support independent living.

Developed with the Disabled Persons’ Organisations Network, the strategy reflects Census 2022 data showing 22% of Ireland’s population lives with some form of disability.
