The Irish Home Builders’ Association (IHBA) has expressed doubts that house completions will rise this year, citing a decline in viable planning permissions, a shortage of serviced land, infrastructure challenges, and inadequate funding for apartments.

Housing output fell to 30,000 homes last year—well below the Government’s target of 40,000.
The IHBA said there is “palpable concern” that residential construction will not improve in 2025.
Calling for urgent action, the association stressed that housing supply must be treated as an emergency and funded accordingly. It urged for more zoned land with essential services and a more efficient planning system.
In a letter to Minister for Housing James Browne, the IHBA called for delays in planning applications—caused by court proceedings, local authorities, and An Bord Pleanála—to be addressed.
Additionally, it has requested €500 million to accelerate connections from zoned land to the water network.
