New law guarantees ATM access within 10km for rural communities

Finance Minister Simon Harris signs order making Ireland first to mandate rural cash access

A groundbreaking new law requiring financial institutions to ensure ATM availability within a 10-kilometer radius of any location in Ireland comes into force this week, marking one of the first major actions by newly appointed Finance Minister Simon Harris.

Harris signed the order yesterday, fulfilling legislation passed by a parliamentary committee last May. The law represents a significant intervention to address financial exclusion in rural areas following years of bank branch closures across the country.

Following the parliamentary approval, the Central Bank was tasked with compiling comprehensive information about ATM locations nationwide. The law’s implementation has now been triggered following completion of that mapping exercise.

In recent years, numerous bank branches have closed across Ireland, leaving many rural communities without convenient access to basic banking services. Residents in remote areas have been particularly affected, often facing lengthy journeys to access cash or conduct banking transactions.

The new legislation aims to solve this problem by creating a legal obligation for financial institutions to maintain adequate ATM coverage, ensuring that no Irish resident lives more than 10 kilometers from cash access.

The move comes as Ireland, like many countries, grapples with the tension between digital banking trends and the continued importance of cash, particularly for elderly residents, those without digital access, and communities in areas with poor internet connectivity.

Industry observers note that the law may require banks to install new ATMs in underserved rural areas or face penalties for non-compliance. The specifics of enforcement mechanisms and which institutions will bear responsibility for coverage gaps are expected to be clarified as implementation proceeds.

Harris’s decision to prioritize signing this order shortly after assuming the Finance Ministry portfolio signals the government’s commitment to addressing rural concerns and ensuring equitable access to financial services across the country.
